State extension offices are usually associated with agricultural programs at state universities. They not only offer or oversee programs like 4H and Future Farmers of America (FFA) but provide a wide variety of resources, articles and events to help the local farmer. Many offer courses aimed specifically at the beginner farmer.

Of note, not all offices cover all topics related to running a small farm. I sometimes find useful articles for my own education in state extension office websites for states other than my own.
